Federal Certifications and Assurances

Streamline receives funding from the Federal Transit Administration to assist with transit operations and capital expenses. RFP for Fixed Route CAD/AVL Software – Due November 14th, 2024 at 4pm MDT.

Human Resource Development Council of District IX, Inc. (HRDC) seeks to obtain information and pricing regarding a Computer Aided Dispatch and Automatic Vehicle Location (CAD/AVL) System for its Fixed-Route Transit Buses. If interested in submitting a proposal, please view the above RFP and accompanying Checklist.

Questions Received (with Answers):

Q: Vendor would like to formally request an extension on the RFP deadline, given that it takes many vendors 1-2 weeks to locate and identify if they will bid on a given RFP, longer submission times allow for more submissions and a more competitive RFP.

A: No extension is expected on the RFP deadline, the RFP was released October 8, 2024 and proposals are due November 14, 2024 (5 weeks).

Q: Under the background section of the scope of work, it describes 8 weekday and 4 weekend routes, and then 15 vehicles – please confirm the total number of Fixed Route vehicles is 15

A: The total number of fixed route vehicles is 15

Q: Please confirm the current in-vehicle next stop signs that are connected to the Mackenzie system

A: The current in-vehicle Next Stop Destination Signs are Mackenzie (as stated in the RFP)

Q: Please confirm if the Mackenzie solution is the same one from when HRDC was utilizing Routematch

A: Some of the Mackenzie equipment was used when the RouteMatch software was still in use, not all of the equipment was used by the RouteMatch software.

Q: Please confirm the model of the Dilax passenger counters

A: The Dilax passenger counters were procured with each bus as part of the initial state vehicle procurement process. The Dilax passenger counters are on a variety of vehicle make and models which are as follows:

Q: Please confirm if GTFS static is acceptable, or if HRDC would prefer GTFS-RT as a part of the price proposal?

A: GTFS-RT is preferred

Q: Please provide further details on the Mobile Knowledge TaxiLinQ VLUs

A: The Mobile Knowledge TaxiLinQ VLUs were procured with each bus during the initial state vehicle procurement process. Stay tuned for more information.

Q: Please confirm if HRDC is using the Routematch FR system today, or if another solution is being utilized

A: HRDC does not use the RouteMatch Fixed Route system currently.

Q: The RFP asks for a list of other similar contracts as well as a portfolio of past work samples. Historically we have seen this as one section, where we would provide project examples, references, and describe the project. Is HRDC looking for specific project details to be captured within this Portfolio? Is there any desired information that should be provided? What does it feel is an acceptable Work Sample?

A: HRDC will use any sample/examples provided to help determine experience in similar projects, from installation to reporting capabilities and flexibility of system presented, as well as ongoing customer service.

Q: What is the HRDC’s budget for this project, both capital and ongoing?

A: HRDC does not have a specific budgeted amount for this project, however an independent cost estimate and/or analysis is conducted in accordance with Federal Transit Administration regulations. Additionally, there is a strong desire to avoid the purchase of capital (equipment).

Q: On page 3 of RFP Streamline Fixed Route CAD/AVL System, HRDC states that the current CAD/AVL system does not allow riders to “consistently view next stop display text on LED boards.” Can HRDC please provide the make and model, including a photo of the product label, for the current LED signs and confirm that an LED sign is installed on all vehicles?

A: HRDC can confirm Sunrise Systems are used for the internal signs. Equipment pictures are not available and cannot be obtained in a timely manner.

Q: Can HRDC please confirm whether they would like providers to integrate with destination signs? If yes, can HRDC please provide the destination sign make and model, including a photo of the controller, and confirm the number of vehicles that have destination signs installed onboard?

A: HRDC does not have a need to integrate with destination signs at this point. Equipment pictures are not available and cannot be obtained in a timely manner.

Q: Can HRDC please confirm whether they have routers installed on their vehicles? If yes, can HRDC please provide the router make and model, including a photo of the product label, and confirm the number of vehicles that have routers installed onboard?

A: The WiFi router is integrated in the Mobile Knowledge TaxiLinQ VLU on of the buses. Equipment pictures are not available and cannot be obtained in a timely manner.

Q: On page 4 of RFP Streamline Fixed Route CAD/AVL System, HRDC has specified the proposed system should have “available APIs for integration of other technology systems.” Can HRDC please detail the other technology systems they currently integrate with or would like to integrate with in the future?

A: HRDC envisions the future ability to integrate with features such as but not limited to real time bus tracking on a web/mobile application, electronic timetables, and other transit providers/shared mobility services

Q: On pages 4-5 of RFP Streamline Fixed Route CAD/AVL System, HRDC has required that the proposed system must “specify if the proposed system provides the requested functionality for each of the types of vehicles specified above.” Can HRDC please clarify what the “types” of vehicles are, including vehicle make, model, year and the service they are providing/purpose they serve?

A: Please see the listing of vehicles above

Q: On page 6 of RFP Streamline Fixed Route CAD/AVL System, HRDC has specified the requirement that real-time passenger information be available via “Bus/station monitor or display capability at transit transfer center/hubs.” Are there currently any monitors/displays installed at transit transfer center/hubs? If yes, can HRDC please provide monitor/display make and model and detail how real-time passenger information is currently displayed.

A: HRDC does not currently have any operable station monitors, but will eventually be looking into incorporating them at high profile stops

Q: On page 6 of RFP Streamline Fixed Route CAD/AVL System, HRDC has specified the requirement “Ability to group vehicles by type and ability to modify system vehicle information.” Can HRDC please provide how they are currently grouping vehicles, the use case for this feature, and detail what type of vehicle information is being modified?

A: HRDC would like the ability to sort vehicles through a variety of attributes including vehicle type, vehicle number, driver, route, etc.

Q: Based on our records, HRDC has Sunrise Internal LED signs that were only integrated with the Mackenzie AVA system – are you able to confirm this or provide serial numbers?

A: HRDC can confirm that it is Sunrise Systems for the internal signs.

Q: What is the make and model of interior signs, headsigns, and their connector types with which HRDC wishes the software to integrate? When researching, we were unable to identify any signs manufactured by Mackenzie.

A: HRDC uses Sunrise Systems for the internal signs.

Q: What are some of the desired technology systems with which Streamline would like this software to integrate?

A: HRDC envisions the future ability to integrate with features such as but not limited to real time bus tracking on a web/mobile application, electronic timetables, and other transit providers/shared mobility services

Q: How many bus/station monitors or displays, located at transit transfer centers/hubs, are in use currently?

A: HRDC does not currently have any operable station monitors, but will eventually be looking into incorporating them at high profile stops

Q: Do you want a display that would be physically located at transit transfer centers or hubs with real-time full containment management?

A: HRDC does not need this at this time

Q: Are the Mackenzie next stop interior signs currently in operation? Do your existing Mackenzie signs also provide automatic voice announcement? If not, do you want voice announcements as optional pricing?

A: The Mackenzie next stop interior signs are currently not in operation only because the software is not operational. HRDC does require voice announcements so please include these in the proposal.

Q: What is your current destination sign make and model?

A: HRDC uses Luminator destination signs, but does not require that this software integrate with them at this time.

Q: Please provide additional details regarding each Dilax passenger counter.

A: HRDC has Dilax passenger counters on the front and rear door that count passengers when they embark and disembark. To the best of our knowledge, each vehicle uses the PCU-210 model

Q: Can we provide our email submission with a Dropbox link?

A: A Dropbox link can be provided as long as files are not edited past the submission deadline.

Q: Do you want the Cost Proposal attached separately?

A: HRDC has no preference on whether the Cost Proposal is attached separately or in the overall proposal

Q: Does HRDC want Attachment 1 submitted in its original excel file and as a separate attachment?

A: HRDC has no preference on whether Attachment 1 is submitted in its original excel file or as a separate attachment

Q: Please provide clarification on what HRDC would like to see for Proposal Content # 6 “provide a portfolio of current and past work samples”.

A: HRDC is looking for examples of past work samples that would be similar in scope to this RFP

Q: Would Streamline offer an extension for responses?

A: No extension is expected on the RFP deadline at this time.

Q: Would Streamline be acceptable to a phased approach for this project?

A: Yes, a phases approach for this project would be acceptable

RFP for Fixed-Route Transportation Services – This RFP process has concluded.

Questions Received (with Answers):

  1. Insurance— HRDC is currently renewing the auto insurance for the transit bus fleet and does not expect to request a contractor to provide insurance, however if an estimate can be made by the prospective contractor that would be useful information.

     

     

  2. Service Hours— Service hours do not include pre-trip, fueling, post-trip, or travel time to first stop and/or last stop. Hours necessary in addition to the service hours should be included in the proposal and/or can be discussed during a follow up interview and/or contract negotiations.

     

     

  3. Maintenance— The RFP that was issued includes both providing drivers for transit service and maintenance of the vehicles; if there is not a successful bidder that can provide both HRDC will follow the procurement process (RFP, vendor quotes, etc.) per the financial policies and procedures manual before a contract can be awarded.

     

     

  4. Pricing— Annual pricing can be discussed during a follow up interview and/or contract negotiations.

     

     

  1. Vehicle Storage— There is not room for all 16 transit buses to be stored at the Galavan bus barn, therefore storage of the vehicles is expected by a successful bidder. The sample contract will be corrected during the contract negotiation process.
